[Español] Proyecto "Escuelas de las Montañas"

 En el Norte de Quito, Ecuador, se encuentra ubicada una escuela llamada "Juan Carlos Peralta". Este centro educativo es un CECIB (Centro Educativo Comunitario Intercultural Bilingüe) el mismo que pertenece al sistema de educación intercultural bilingüe del Ecuador, bajo la Dirección Nacional de Educación Intercultural Bilingüe del Ministerio de Educación. Es decir, pertenece a un sistema de educación distinto del hispano, ya que en estos CECIBs la idea es formar a los alumnos en su lengua originaria y además en el castellano como una lengua de relación.

 Actualmente, en la DINEIB, Joseph Lim, un voluntario de KOICA y experto de computación, se encuentra trabajando. Además labora directamente en el proyecto de desarrollo local que se lleva a cabo desde el CECIB "Juan Carlos Peralta" en coordinación con el Barrio Santa María donde funciona el mencionado CECIB.

 Este proyecto comenzó cuando los maestros del CECIB Juan Carlos Peralta, acudieron a la DINEIB en busca de apoyo en capacitación para los maestros. Así ellos nos solicitaron un curso de Excel para los profesores de la escuela, ya que estos no tenían la habilidad necesaria para usar las computadoras; hasta ese entonces ellos procesaban las calificaciones estudiantiles de manera manual.

 De esta manera, ellos nos contaron los problemas y necesidades del centro educativo y de su comunidad. A través de varias reuniones de maestros, padres de familia y el barrio. Además con un diagnóstico elaborado desde la DINEIB Y KOICA, se pudo identificar en forma conjunta los principales problemas y necesidades, tanto del barrio como del CECIB.

ACTUALMENTE ESTE  PROYECTO TRABAJA  EN:

[1] Capacitación y tecnología – Es necesario capacitar a los profesores, por las diferentes limitaciones existentes por la pobreza. Además, el centro únicamente cuenta con 5 computadoras para un total de 221 alumnos. No se cuenta con una biblioteca, juegos infantiles, material didáctico, no tienen un comedor ni sillas para tomar el desayuno escolar.Actualmente trabajamos en la creación de la biblioteca, y en la capacitación de los maestros en el tema informático.

[2] Salud – Existe un grave problema de salud en los estudiantes y en las personas que viven en este barrio, por la desnutrición y la falta de higiene, según un informe del Subcentro de Salud del barrio. Al momento estamos realizando los exámenes médicos a los estudiantes de una menar personalizada.

[3] Desempleo – En este barrio viven muchas personas migrantes que se dedican la mayoría al comercio informal, hay mucho desempleo, no cuentan con un trabajo estable. Actualmente hemos coordinado con el SECAP los cursos para capacitar a los padres y personas del barrio en diferentes cursos como: corte y confección, informática, panadería, cocina, belleza, mecánica automotriz, para que puedan insertarse en el sector laboral.

[4] Problemas sociales – Por la pobreza y la falta de políticas que busquen un ambiente seguro y digno de los habitantes, se han derivado distintos problemas como: violencia doméstica, racismo, contaminación ambiental (basura), drogadicción, delincuencia, falta de planificación familiar.

 Estos fueron los problemas y necesidades que las personas del barrio, los maestros, los padres de familia y los alumnos escogieron priorizar y atender de manera inmediata; por ello, nos solicitaron el respaldo institucional de la DINEIB y de KOICA para trabajar en un proyecto de desarrollo local, que busque canalizar de mejor manera la solución a estos problemas.

 En la actualidad, hemos avanzado ya en algunas acciones para atender estas necesidades, tendiendo como resultado actual los siguientes avances:

 El Ministerio de Salud Pública a través del Subcentro de Salud de Cotocollao, inició ya junto con Yoona Choi, voluntaria de KOICA, enfermera, la atención médica personalizada a los estudiantes. Se realizaron ya los exámenes médicos de talla y peso, además los exámenes de sangre se encuentran siendo elaborados en la actualidad, posteriormente continuaremos con los exámenes coproparasitarios; todo esto justamente para atender el problema de la desnutrición infantil.

 Se realizó un huerto en el centro educativo, la idea principal es que este sirva como complemento alimenticio y ayude a combatir la desnutrición, pero tenemos también la intención de replicar esto en los hogares de los estudiantes, a través de los huertos familiares.

 Han transcurrido ya 6 meses desde que iniciamos este proyecto de desarrollo local desde el CECIB Juan Carlos Peralta, aun falta muchísimo por hacer, pero estamos avanzando poco a poco, y ya se pueden ver pequeños pero significantes resultados. Lo más importante es que este proyecto cuenta con el elemento principal, el entusiasmo de las personas, por salir adelante y cambiar su nivel de vida. En el desarrollo de este proyecto, hemos aprendido que ellos solo necesitaban una oportunidad, ahora el cambio está en sus manos.

 ※ This is a post about a project that a number of KOICA[1] members are doing in Ecuador with the country's Ministry of Education

 On the Northen hills of the Ecuadorian capital of Quito, we can find Escuela "Juan Carlos Peralta", a bilingual elementary school under the direction of the Ministry of Education.
The full name of the school is "Community Center of Intercultural and Bilingual Educacion - Juan Carlos Peralta"

 Earlier last year, our KOICA team member Joseph Lim was assigned to DINEIB, the national authority over intercultural schools like Juan Carlos Peralta. Currently he is running a community development program with the collaboration of the school principal and the teachers.

 The project started almost "accidentally" while Joe was teaching an Excel course for the school teachers. During the classes, the teachers began to express concerns regarding the school and the community to Lena Flores, Joe's co-worker at the DINEIB. Surprised by grave issues like malnutrition, the two began doing research through various means, community meetings and home visits.

 After meetings, interviews and surveys, we have categorized the following pressing needs as the following:


[1] Health - Health issues due to the imbalance in nutritive intake and lack of sanitary knowledge
ex) Average height shorter than normal students their age

[2] Education - Lack of professional knowledge and ability due to a weak teacher training infrastructure, and a lack of basic equipment, which leads to a general low self-esteem.
ex) Five computers for 220+ students and a cafeteria with no furniture

[3] Environment - Domestic violence, racism, environmental contamination, lack of family planning.
ex) Continuing contamination of water due to littering in and around the river, as well as the rising delinquency in the neighborhood.

[4] Economic sustainability - Vicious circle of poverty due to high unemployment rates and low level of education
ex) The neighborhood is comprised of mainly immigrants looking for oppornities, but they find themselves without the skills and the work experience to work and sustain their family.

 As we familiarized ourselves with these needs, a number of people, organizations, and government bodies were able to gather around the table to partner in assisting the community leaders bring their neighborhood to health.

 The first area we are focusing on is the urgent issue of health. Yoona Choi, our KOICA teammate and nurse, is currently cooperating with the local Centro de Salud (Public Health Center) to give the students immediate individual medical attention.

 Also, we started a small garden project that will try to counter the malnutrition issues we have at the school, and the students will learn first-hand how to care for a garden at the same time.

 The seeds that are planted in this garden will later be transplanted into pots, and given to a number of families, so they can enjoy the harvest of their own land.

 In addition to the health initiatives, we are working on rearranging and fortifying the school library, opening job training courses for the school's parents, doing teacher training in various subjects, raising cuy (guinea pig -- makes a famous Ecuadorian plate), planting trees and doing recycling campaigns to fight against littering and contamination, among many.

 We are yet in our beginning stages, but our main goal is to work with the local community, not instead of them. We have formed a neighborhood development team (the neighborhood President, the school President, and the school PTA President) and with them we are visiting different government bodies, so they can develop channels to receive information and support in the future. There are much to be done, but the success of this project lies on the hands of the community and people like you, through whom Ecuador will gain the awareness and the help they need.

 ※ 이 글은 에콰도르에서 KOICA[1] 단원들이 수행 중인 프로젝트에 관한 이야기입니다.

 적도의 나라 에콰도르(Ecuador)의 수도, 키토(Quito)의 북쪽, 산타 마리아 동네(Barrio Santa Maria)에는 후안 카를로스 페랄타 학교(Escuela “Juan Carlos Peralta”)가 있습니다. 이 학교는 에콰도르 교육부(Ministerio de Educacion) 산하 이중 언어 관리 부서(DINEIB)[2]에서 관리하고 있는 학교(CECIB) 중 하나입니다.

 이 DINEIB에는 현재 KOICA 컴퓨터 분야 임지성 단원이 파견되어 봉사 활동을 수행하고 있습니다. 그리고 현재 임지성 단원은 위에서 말한 산타 마리아 동네에 위치한 후안 카를로스 페랄타 학교를 중심으로 지역 개발 프로젝트를 수행 중에 있습니다.

 지역 개발 프로젝트의 시작은 학교 선생님들에게 Excel 교육을 하면서 시작되었습니다. 컴퓨터 사용이 익숙하지 않은 학교 선생님들에게 Excel 교육을 진행하면서 선생님들로부터 학교가 가진 어려운 점, 더 나아가 지역 공동체가 가진 문제들을 알게 되었습니다. 따라서 좀 더 자세히 문제를 알기 위해 학교 선생님들과 지역 주민들을 대상으로 가정 방문을 통한 실태 조사를 실시하고 지역 주민들과 회의를 가져서 현재 해결이 시급한 문제들에 대해서 알게 되었습니다.

 지역 주민들과의 회의와 실태 조사를 통해 시급히 해결해야 할 문제들을 다음과 같이 정하였습니다.


[1] 건강 – 영양 불균형과 위생 개념의 부재로 인해 학생들의 건강 상태 문제
ex) 학생들의 성장기 발육 부족

[2] 교육 – 교육 인프라 미비로 인한 교사 전문성 부족 및 지역주민의 지적 자존감 하향 평준화
ex) 221명의 학생 하지만 학교 내에는 5대의 컴퓨터만 있음, 또한 교실, 식당, 도서관 등에 학생들을 위한 기자재가 절대적으로 부족

[3] 소득 창출 – 빈곤의 대물림으로 인한 미래에 대한 목표 의식 부재 및 지역 내 일자리 부족
ex) 지역 공동체의 대부분이 타 도시로부터의 이주민이 주를 이룸. 직업을 찾기 위해 이주를 왔으나 안정적인 직업을 가지지 못한 가족이 많음.

[4] 환경 – 가정 폭력, 인종 차별, 환경 오염 문제, 가족 계획 부재
ex) 쓰레기 무단 투기로 인해 지역 환경이 오염되고 있으며 에콰도르에서는 분리 수거가 정책적으로 시행되고 있지 않기 때문에 분리 수거가 이루어지지 않음. 또한 가정 폭력 및 지역 내 경찰의 부재로 인한 치안 문제가 있음.

 이러한 문제들을 알게 되고 이러한 문제들을 조금씩 해결하고자 여러 사람들이 프로젝트 진행을 위해서 모이게 되었고 현재 에콰도르의 각 정부 기관들의 도움을 받아서 지역주민들과 함께 지역 개발 프로젝트를 진행 중에 있습니다.

 현재 집중적으로 문제 해결을 위해 프로젝트 진행을 하고 있는 부분은 “건강” 입니다. 현재 KOICA 간호 분야의 최윤아 단원이 에콰도르의 Centro de Salud (한국에서의 보건소와 같습니다.)와 함께 학교 아이들의 영양 상태 확인을 위해 건강 검진을 시행하고 있습니다.

 또한 학교 아이들에게 학교에서 간식을 제공하여 영양 불균형을 해소하고자 채소 등을 가꿀 수 있는 텃밭을 가꾸고 있습니다.

 이러한 텃밭에서 가꾸어지는 채소들은 학생들의 간식으로 활용될 뿐만 아니라 지역 내 각 가정에 나누어주어 각 가정에서 기르도록 하여 학생들의 영양 불균형을 해소하는데 도움이 되도록 할 예정입니다.

 이 이외에도 현재 교육 문제 해결을 위한 도서관 시설 정비, 지역 주민 및 학교 교사 대상 강좌 개설, 소득 창출 방안 제공을 위한 꾸이(Cuy) 기르기, 기술 교육 강좌 개설, 환경 문제 개선을 위한 나무 심기, 분리 수거 캠페인 등의 사업을 진행 및 계획하고 있습니다.

 아직 부족한 부분도 많고 시작 단계이지만 조금씩 지역 주민들과 함께 프로젝트를 진행하고 있습니다. 하지만 해결해야 할 문제점들은 많고 아직 도움이 많이 부족한 상태입니다. 조그마한 관심이 이 프로젝트를 진행하는데 있어 큰 도움이 될 수 있습니다.

[2] 에콰도르에서는 주로 스페인어를 씁니다만 아직까지 인디오(Indigena)들 사이에서는 키추와(Kichwa) 등의 전통 언어도 계속 사용되고 있습니다. DINEIB은 이러한 언어들을 사용하고 교육하는 학교들을 관리하는 부서입니다.
